Hansard containing reports of the meetings of the Legisla-

-tive Council held on the 7th. and 21st. October when the

Estimates were considered. On the first of these dates I

introduced the Budget with an explanation of the financial

position of the Colony and of the more important increases

and decreases in revenue and expenditure. On the 21st.

October the proposals of the Government were criticised,

and speeches were made by all the Unofficial Members of

Council, to whom the Acting Colonial Treasurer, the Acting

Director of Fublic Works, the Colonial Secretary and myself

replied. The Bill passed its third reading on the 28th.

Before dealing with the Estimates

I propose briefly to sum up the financial

in forwarding the Estimates for 1909 I anticipated that

the balance of Asseta over Liabilities on the 31st.

December, 1908, would amount to $961,126. This estimate

was more than realized, the sum actually booked, according

to the statement now enclosed, being $1,073,041.47. Accord-
